From the SB mission editor:

M830.......600mmRHA.......1140m/s.......1985
M830A1....420mmRHA.......1410m/s......1993

In eight years of research they finally figured out how to cut the round's effectiveness by 30%? Is this a typo, or is 830A1 sacrificing power for something else?

To me it looks like the round was created to achieve a higher hit probability by increasing it's speed by 300 m/s. This was done obviously by decreasing the warhead's size.
Since you cannot kill modern MBTs headon with a HEAT round, but don't need that much overmatch on IFVs and old tanks like the T-55, this should be a round adapted to a new situation.

You are correct Keiler, M830A1 is actually a subcaliber HEAT round and has a sabot around it like long rod penetrators, in order to decrease drag and increase aerodynamic efficiency. M830A1 MPAT has a proximity fuse used to engage helicopters, and in order to do that it needed to be faster than the older HEAT rounds.
