OK.. I've had enough of having my tank with a jammed turret, but a great rear shot of an enemy tank that doesn't know I'm there.. Only problem is that the sight picture is about a form off to the side.

Is there any way of getting the driver to turn, but to stop him mid-turn so that I'm actually aiming at the bloody target?

Try pressing shift while giving the turn command. The tank will turn only as long as you tell it to.

I use it too.
I use it so often and as such a matter rote teh shift button is more a pinky rest than anything.
Even using it the driver isnt always exacting enough to get it right on target. It can be a very frustrating feeling "Diver turn left! Dirver right just a little! TOO MUCH go back... NOT THAT FAR dammit! Driver turn right... NOooo! BAck up! back u..." (KLANG!)
"chit....stoopid driver."

I always use shift+turn because my rudder controls on my throttle are programmed to turn and my pinkie switch on the joystick is the shift key.

I can park a Leo on a dime :)

Have you ever watched a recovery team trying to hook up a tow-bar between an M88 and an M60? You have a guy standing behind the M88 with a CVC extension, telling the driver to shift the pintle 1/2 inch back and 1/4 inch to the left. I saw a case where it took an Army Reserve crew 2-3 minutes to get it right.

I cannot believe that it would be much easier than what you're describing to get a real tank with a jammed turret lined up on a target. A well-trained crew might be able to make it work, and yet...
