When you choose the water texture in the theme editor , you have a little window on the right where you can change the RGB color palette .

Does changing the RGB color pallet just change the color on the map? Or does it affect the colors in the game view?

It only changes the colour of the map

What WB said. If you want to change the appearance of the water in the 3D environment, the texture must be modified.
