Well, to be honest the title of the thread didn't really give a clue to your question. If you had started a thread in the mod or support part of the forum titled "Need help with vehicle textures" you might have gotten 66+ people who actually looked at the thread with the intent to help, not just to see what someone "Just about...".

Just some friendly advise...

I don't really understand your question though. You have created a new texture for a vehicle in SB PRO PE and you want it added to a vehicle?

Dejawolf posted about this recently. There's a subdirectory called mods\textures or something like that; SB looks for a skin there before it uses the default one.

Edit: Never mind, that was in response to you. So now I'd have to agree that I'm not understanding the question.

Pick up any skin from C:\Program\eSim Games\SB Pro PE\textures\woodland

Paste it in a paint program like Paint and change the colours.

Drop it in C:\Documents and Settings\Username\My documents\eSim Games\Steel Beasts\mods\textures\woodland

If you wish to have one type of vehicle on both Blue and Red side: Change the texture and drop the Red one into C:\Documents and Settings\Username\My documents\eSim Games\Steel Beasts\mods\textures\woodland\red

Hide and throw it on the vehicle when it pass...

No, you just replace the texture on the model by putting the modified picture (for example leo2a5DK.bmp) in C:\Documents and Settings\Username\My documents\eSim Games\Steel Beasts\mods\textures\woodland (\red)

Leave the original (for example leo2a5DK.bmp) untouched in C:\Program\eSim Games\SB Pro PE\textures\woodland

The program itself will forts look for skins in the mod-folder before it takes any texture from the original texture folder.
