Arty availability?

When you create a scenario you can set availability levels for artillery.
What's the actual difference between the levels?
- Different response time?
- Available/not available on request?
- Limited total number of arty missions?
- Other?

The delays between calls varies. The higher the support level, the more often you can call for support.
