I think so. I just can't recall off hand if an AI UAV/UAS is "blind" or not.

 

Just set it so any units can call for fire.

 

If you have it at "FO units only" or similar then certainly no.

UAVs in Steel Beasts will always need a human operator to do anything.

A computer-controlled UAV that would automatically report everything AND call artillery fire on everything it sees ... you don't want that, trust me.

Yes but it is very good at developing effective passive air defence drills and camouflage and concealment. :)

But as long as the computer's perception model doesn't adequately mimic a human operator's eye, AND as long as don't have proper camouflage elements to simulate concealment ...

 

Well, our answer is that it's better to put an actual human being behind the camera with all the limitations that he may have (detecting and identifying valid targets, then calling effective fire on those positions).
