It's the VTS-1 ("Versuchsträger Scheitellaffette"), an R&D project investigating the concept of an unmanned turret vy Thyssen Henschel, starting in 1977.

 

The main points of critique were that the gun was completely unprotected (it was an R&D project, d'oh!) and the lack of safety when driving on public roads, or trying to park the thing in close spaces. It did however successfully put some live rounds (105mm) on targets, for all I know.

 

 

Essentially, I think, the concept was ahread of its time. You couldn't safely operate such a vehicle with 1970s analog TV technology. But with multiple digital camera systems these days the situation probably changes.

It was basicly a proof of concept vehicle for a heavy "Scheitellafette"(apex mount??)...to test if a light chassis can carry a heavy gun that way.

Nothing more nothing less. Yeah, the gun itself is completely open and not workable under field conditions, but that was not the point...
