My understanding is that whilst NATO vehicles tend to fire smoke nearby for protection, Soviet based vehicles projected the smoke further in order to blind the shooter (as opposed to hide the target). Soviet doctrine called for smoke on the offense, the final 300m to the objective (possibly to blind RPGs of the time that had approximately that range).
