Scoring for protecting

How do you set up scoring for maintaining Combat effectivness.

Now I thought it woul dbe like this but dos'nt seem to work.

Eg 10 tanks

Baseline 0% destroyed = 100 points.

Penelty 1 point per percent.

if 3 tanks killed I would expect a score of 70.

Or am i going knuts???
