The wheels were updated (higher poly count) but the texture itself is still the same old one and hasn't yet been updated. It will be fixed later (that is, made to look better). That said, it seems obvious that the UV mapping is not perfectly centered on those two wheels, so we'll check that out. The track popping to the top of the wheel is a known issue that we affectionately refer to as "track snap". Basically, the wheel raises and starts to collide with the track, and pushes it upwards. The problem is that the way this is simplified, there is a point where it basically snaps to the wheel. It is not ideal, but it was done out of simplicity. Or maybe its this vehicle, but a previous issue. Yes, the wheels are not attached in the center. This was from one of the last minute changes made before release where the T-62 was updated.
