So I have a code meter and I have a cd rom copy of steel beasts Pro E that is very old. I last had this installed on a laptop running windows 8.1 with I think Version 2.654 not totally sure. But I do not have that laptop any more. So I just download 2.654 on to my new laptop and plugged in my CodeMeter and when I click on the game. I am getting a error message "run time system not installed" No idea what needs to be done.

did you install the CodeMeter User Runtime software?

6.40a is the latest version. the first download in the list on this page: https://www.wibu.com/us/downloads-user-software.html

and did you install DirectX 9 on your new laptop? SB Pro PE requires DirectX 9.

with the CodeMeter software installed, and the dongle plugged in, you can open the CodeMeter WebAdmin and click on the License Monitoring tab and it will show you the SB license versions installed on the dongle.

This. Downloading the CodeMeter software should fix your issue.

If you are using a version of Windows that is Vista or later, you already have the required version of DirectX.

There should be a "Controls" entry in the main menu where all the hotkeys of version 2.654 are listed. Also, the user's manual should give a hint. I'm not telling you directly because the default hotkey changed over the years; can't remember if that was before or after version 2.6 ... so, it's better that you look it up yourself.
