To fire the rocket, enter the tank commander's seat of a vehicle equipped with a loaded MICLIC trailer.  Approach the obstacle to the appropriate distance.  Button up.  From the Eye/F1 view push space.  The launcher will elevate and rocket will fire.  Push space again, and the charge will detonate.

 

Edit to Add:

You're going to need to practice to figure out the correct standoff distance from the obstacle you want to breach.  Too close and the line may miss things on the near side of the minefield, you might get taken out by a detonating mine, etc.  Too far back and you might not get the mines on the far side.

 

Be absolutely certain to be buttoned up when launching and detonating the charge.

I suggest that you proof the lane with a mine plow and then mark it before sending lots of units through.

For the Bridgelayer read the part that starts on page 19

 

For the Miclic read the part that starts on page 55
