It's coming from the credit card verification server but they seem to be unable to do anything about it. It comes and goes. If you receive that error, you're not doing anything wrong. Just wait a little. SteelBeasts Pro PE 4.01 for me then with my "Upgrade license SB Pro PE 4.0 for CodeMeter stick" received on February 2017. That being said, in the past the error went away for everybody, sooner or later. I can't say if this is something that happens every few minutes for a few seconds, or every few hours for several minutes.
