After a few seconds, just to make sure that it stays dead, you should be able to start it again. If it doesn't, the service hasn't been stopped orderly. In that case try to remove the file "%ProgramData%\eSim Games\Steel Beasts Map Tools\IPC\PackageDownloadManagerMutex". I gave it a search, I read about the exact same problem as mine, which some happened to solve. 'Close' button minimizes program to tray, and you need to restore it from tray instead attempting to launch another instance(this is not possible without --ignorelock' command line option). It will produce a file called 'SentThisToEsimGames.txt' on your desktop, could you please then either paste its contents here or upload it?
