This would depend on the user's choices during the installation process.

 

Also, not all RAR files contain map packages. RAR files are just container formats that apply strong data compression to minimize storage space and download time in bandwidth-constrined networks (e.g., "the internet"). They are just like ZIP files, just a different file format, and they can't be used directly. You need to extract the data from them first.

So, it totally depends on what the RAR file contains before you can decide where their content need to be extracted. On the SteelBeasts.com Downloads page you should usually find a Readme file that comes with the archive which describes what the package contains and where the data should go. In addition, the user's manual (chapter 2, Installation) contains a boring but highly informative section about the file structure. It describes where which files are to be found. (and therefore, implicitly, where new files need to go)
