At least on one of my machines it was warning me whether I really wanted to proceed and I had to click "Show more information" first before I could then tell Windows to proceed anyway. No, its not external (i.e Firewall related) its more likely the internal Windows security. I had a similar issue - I received a warning that an "unknown" application was trying to run. I had to click on "more info" (or similar) and then "ok" to get it to run. Perhaps the warning is buried under an already open window or web page, etc.?
