If you are asking do you need to pay for an upgrade then the answer is "it depends" based on what version you already have. If you are asking about new features then I'll refer you to the Release Notes. If you are asking are there scenarios designed to take advantage of the new features in 4.250, then "yes". The upgrade process is described in one of two videos, one for installing from scratch, the other for updating from version 4.1 to 4.250: Don't let the thread title fool you if you're an experienced player.
