The Water War

Scenario note: This scenario can only be run with a human OPFOR. But you can't be any geek off the street, gotta be handy with the steel if you know what I mean, earn your keep!

This scenario is in memory of Dboy/Dlad aka. Derek Hannan, who sadly passed on the 9´th of November 2020. Thank you for years of service - we miss you always.
 
0. Background

 

    For milennia the Nile has given life to Egypt. All the way back to the Pharaohs, this river has borne the lifeblood of our Egyptian ancestors, and it still does to this day.

 

    Sadly and irresponsibly then a number of African nations seek to strangle us by denying and reducing the water and therefore threaten not just our livelihood. But the very existence of our nation.

 

    The falsely named Grand Ethiopian Renaissance Dam, funded by loans from China and obviously with a clear eye to a Quid pro Quo, where China will get military bases and naval ports in Ethiopia, is finished. And as the worlds biggest hydroelectric dam. is mostly a monument to the economic and therefore political enslavement of the Ethiopian people by China. Also given the contractors and size, then it is not safe.

 

Filling the reservoir began in July 2020, and it is estimated that it will take between 5 and 15 years to fill with water. Against all our objections and reservations and against common sense.

 

And already we can see negative effects further downstream, which will only become worse.

 

This Will Not Stand.

 

If they, in their greed and stupidity, wont listen to reason, then they must be forced into acceptance by force.

 

Our hands are tied by their actions, and a false sense of their security because they have China behind them.

 

All diplomatic ways have been tried, and both UN and the countries that maybe could have made a difference have been paralyzed by either internal strife or that they just dont cared enough to intercede.

 

Consequently we have closed the Suez to all Ethiopian ships and to any nation supporting them. This however have not had the desired effects as Chinese ships does not need to pass the Suez to supply Ethiopia.

 

    So it is war then...

 

The dam is protected by rings of Chinese supplied AA assets leaving the most logical and surgical solution: a direct air attack, combined with the distance involved, impossible.

 

We have forced divisional sized forces through our former ally Sudan by political pressure, despite their protests, and our overall goal is to create temporary airfields and destroy enough of the ENY AA umbrella to open the Dam up for repeated air attacks until it is utterly destroyed. And do this without creating too many civilian casualties, as the World is watching.

 

And then seek a political solution once we have demonstrated that they cannot hope to win a war.

 

So a limited military engament with a clear and finite objective, well within our military capability.

 

What could possibly go wrong?


I. Situation
 
    Time:
0500 Local Time, sunrise at 05:30


      Weather: Ligthly clouded with no chance of rain, 31 degrees Centigrade, no wind and LOS 3000 Meters

 

    a. General
 
        This is the first phase of a series of operations designed to defeat the enemy and destroy their anti-air capability, to enable the goal of fully destroying the Dam.

 

        Thus our overall goal is to RAPIDLY push South with maximum effort (Reference Map trace), and to destroy the three ENY AA sites, while retaining maximum combat power for follow-up operations. And do this with minimal civilian casualties.

 

        We are a long way from home, and can not easily be reinforced or repaired, so we need to do this with a minimal number of casualties and equipment losses on our side.

 

        HQ will in parallel with your efforts push forward to support your efforts with TF ANVIL and TF HAMMER, to your West and to your East respectively i.o.t. tie up the ENY forces.


        BTN CMD will monitor your RDO network and have a liason officer in your CMD, so no need to coordinate with them with regards to the diversionary attacks to the EAST and WEST of your AO.

 

    b. Terrain:

Mixture of closed and open terrain, with channeling and blocking terrain features particularly to the south and becoming more closed and defensible as you push South and near the AA SITE 3 with a number of civilian villages. Soft rolling hills combined with vegtation favors the defence.
 
      Obstacles:  No known Minefields. But it is likely that the ENY will use improvised obstacles - bypass by COs command and judgment.

 
    Current Situation.  
        
                    The Enemy is on the DEFENCE in their own country and with superior numbers, but we have better units, training and ordnance. Despite the fact that we do not have the element of tactical surprise, then it is the opinion of our S2´s based on latest intel, that they have not had the time to entrench.

 

        We are on their soil, and must thus expect a fair number of civilians in the AO - and the international community and our own country is watching per previous. But the political and military stakes are high. Therefore, you are tasked to avoid civilian casualties to the degree that it does not directly endanger your command or overall goals.
 
    b. Enemy Forces
 
        Strength: ENY Combined Bn(+).
 
        Equipment: At least three (3) full combined and reinforced Tank Companies with one (1) T-55AM2 COY (in PLTs of 3), one (1) T-62 COY (in PLTs of 3) and one (1) T-72 COY (in PLTs of 3).

 

        Additionally at LEAST one(1) COY of MECHINF with BMP-1´s and an unknown number ENY wheeled units and their dismounts, including a sizeable number of ATGM teams.

 

        On top of this additional support and recon troops (From INTEL likely Technicals with different weapon systems). And with possible PLT sized other assets.

 

        All deployed in a defensive posture.

 

        ENY Artillery expected in SIGNIFICANT volume - but NO ICM.

 

        Quality: Likely experienced conscripts combined with veterans from the Ethiopian wars with decades of combat experience. And their ammunition ordnance the best they can get for their older platforms, likely the most modern that China can supply. Do NOT underestimate the ENY, despite that most of their equipment are very old.
 
        MDA: ENY only in HASTY DEFENSE in Main Defensive Areas (MDA), no constructed defences, entrenchments and major obstacles identified or likely  - aside from the the expected improvised such as Abatis, confidence about which is HIGH.    


        Reinforcement: NOT expected from the East, West nor South as their lines of communication are cut for now and our two other TFs wil intercept any ENY reinforcements from West and EAST. And no ENY reinforcements deployed to SOUTH. Confidence HIGH.
 
        ENY CoA: Likely will initially go on a flexible but relatively static defence in the NORTH, but once their defence is broken, likely try to lure our forces into an attritional fight in the CENTER of the AO where their numerical advantage, and use of terrain, will make up for their relative weakness in equipment and training. 

 

ENY have access to Artillery in substantial numbers, exact units deployed for this operation unknown.


    c.Friendly Forces (FF).
 
        Local AIR SUPERIORITY NOT achieved, due to heavy ENY AA Assets. So no friendly Air Assets. However we expect little in the way of ENY AIR in the AO. Confidence about which is high.
 
        Flanks.  FF East and West to SECURE Flanks, but not to Spt Attack. FF WEST and EAST will make a supporting attack to tie ENY forces down, and attrit them if possible.
 
        TF STEEL:  TF in Assembly Point RAMSES  consists of 3 x tank platoons of M1A1(HA) as well as 2 x mechanized infantry platoon of 4 x YPR-765 PRI IFV´s (that look remarkably like M2A2 (ODS), with TOWs disabled), along with one support PLT of MECHINF in RG31´s in tactical reserve and under the direct command of the CO.
        
        There is one (1) PLT of TNKs and one (1) PLT of MECHINF in reserve.

 

        Also there have been allocated a RECON PLT with BUSHMASTER vehicles - each section with 1 x LEMUR OWS with HMG and 1 x LEMUR OWS with GMG and with full sensory capabilities including PILAR and all with AVEPS (This PLT only).

 

Dismounts in this PLT includes Scout teams equipped with JIM-LR.
 
        C Coy Dismounted infantry equipped with 2 x Anti-Tank teams (MILAN 3ER) (Odds callsigns) and 2 x LMG Teams (Even callsigns). Each MECHINF platoon thus has 2x Anti-Tank teams and 2 x LMG Teams, the rest being issued with RPG-7s and rifle grenades plus a medic team, and are all considered Elite.


II. Mission: 

 

TF STEEL ATTACKS to destroy enemy anti-aircraft sites between PL ALPHA and PL OMEGA to enable air exploitation for follow-on forces.

 

III. Execution  
 
    a. Concept of the Operation

        TF STEEL will attack from NORTH to SOUTH destroying enemy anti-aircraft sites between PL ALPHA and OMEGA (See Map trace).  
        Once SECURE, pull back by CO´s orders and judgment
        This will enable freedom of movement for FRIENDLY AIR ASSETS and allow for continued offensive operations.
 
    b. Commanders Intent  
 
        Purpose - The purpose of this operation is the destruction of enemy defences in the vicinity of the Dam; to enable a swift and rapid victory and to restore our territorial integrity.    
 
        Key Tasks


                 1. DESTROY Enemy AA ASSETS to enable freedom of air movement.
                 2. Be prepared to conduct retrograde to conserve friendly combat power.
          
        End State:  


            Friendly.  FF postured in or IVO PL OMEGA; prepared to pass friendly forces of continue operations to the south - AND - combat power remains per above.....
            Enemy.   ENY defeated or destroyed between PL APLHA and PL OMEGA; unable to impede FRIENDLY AIR ASSETS or continue offensive operations.
            Terrain.   All tactically commanding terrain features SECURED.
            Civilian.  Minimal collatoral damage or disruption to civilian way of life.   
 
    c. Fires

        

Four (4) x 6 Tubes of self-propelled 155 mm howitzers that will directly support this operations, from outside of the AO (offmap) and One (1) x Six (6) tubes of 120 mm self-propelled Mortars for use in AO, with integral ammo supply trucks.


Eight  (8) Pre-prepared and priority friemission have been set for placement by CO, reference map.
 
4 x 6 x tubes of 155 off-map fires under TF CO, with the following limited supply of ordnance: 60 HE, 48 Smoke and 24 ICM per tube. No resupply beyond that.


1 x 6 x Tubes of 120 mm organic fires under TF CO direct control (P1), with organic supply vehicles (P2) (B COY)  

 

    d. Aviation
        Nil

 

    e. Mobility/Counter-Mobility
        No Engineers Supporting this operation

 

    f. Coordinating Instructions

        1. ROE
            a. Fires in Urban Centers are ONLY authorized by TF CO
            b. Direct fire engagements against civilians NOT authorized
            c. Right to use Force proactively when confronted with or threatened by hostile forces
            b. Hostile Act / Hostile Intent: Any combatant armed are deemed hostile
            e. Laws of War are in effect
            f. Destruction of Civilian property is to be avoided
            g. Stay in the boundaries
            h. Do not go past PL OMEGA
            

IV. Sustainment


    Supply              TF will carry forward 1 x Fueler and 3 x resupply vehicles, P-1have 2 x supply vehicle allocated to them specifically (P2). No resupply possible beyond that .
    Maintenance   TF will carry forward 1x combat repair team (CRT)
    Medical            TF will carry forward 1x foward aid station (FAS)
