Not directly, but you could either give them a 20 seconds delay before following the next route which would give them time to fire, or let them move out as soon as they come under direct fire, based on the assumption that the enemy will eventually fight back.

Or you could do it the other way - Blufor pauses at their BP for 2 minutes, until the bounding element reaches and secures the next BP or until one or more Redfor elements test as under direct fire, and the Blufor element has had eyes on for 20 seconds.

Probably do-able for small forces, where the combinations are controllable, but too complicated for battalion sized battles.
