This represents spotting by neighboring units of course. Generally speaking, I have no desire to put that text in the briefing, because I would rather people not know, because if it is mentioned in all cases then people will surely hang out right on the boundaries and attack down the edge of the boundaries if they know there isn't a penalty zone. So, you just have to operate with the assumption that it exists in ALL scenarios or take a risk that it isn't. That is intentional Pavlonian behavior. Of course it wasn't really fair in this case because the Blue recon units had no choice but to start inside the penalty zone so in regards to that specific scenario (Lawfield Corridor), I made a deployment zone for the Blue recon so they aren't so tied to the penalty zone spots they started in before.
