Is it possible to directly place infantry on rooftops?

Tacbat is correct. In my experience with the mission editor, you mainly want to look for buildings which have open windows and doors in them or some combination of both. Regarding roofs, look for roofs that have a wall or fence on them, those are indicators of buildings where troops will go to the roof with a specific command.

If you want the troops to go on the roof of said building, place a Hold command waypoint right next to the building and direction you want them to face.

If you want the troops to just secure inside of building at lower levels, use a Defend waypoint command.

If you want the troops to stay outside the buildings on some piece of real-estate near the buildings, use a Guard waypoint command.

One other thing; you don't place the waypoint right on the building. Place the said waypoint outside but near the very building you want them in. They will then move and enter the building, taking positions per the waypoint command themselves.
